Medical Board Complaint Record — Legal Position

To the Open Records Division:

I acknowledge receipt of the Texas Commission on Jail Standards’ October 28, 2025 “10-Day Letter.” Specifically, this letter relates to my Public Information Act request dated October 14, 2025.

I maintain that the requested materials—complaints, investigations, death-in-custody submissions, and inspection findings—constitute administrative oversight records. Therefore, they do not qualify for withholding under §552.108, §552.103, or broad privacy claims.

Furthermore, Texas law requires the release of all non-exempt material. Accordingly, any confidential portions should be narrowly redacted while the remaining records are disclosed.

Key Legal Points

Additionally, I submitted Exhibit J titled:

“Williamson County Jail Medical & Psychiatric Staffing Record and Outcome Analysis (2008–2025)”

I request a ruling that compels disclosure of all non-exempt records with only narrowly tailored redactions.

Respectfully submitted,
LeRoy Nellis
